    The President of the United States of America takes pleasure in presenting the Navy Cross to Commander [then Lieutenant Commander] Frank Gordon Selby (NSN: 0-72767), United States Navy, for extraordinary heroism in the line of his profession as Commanding Officer of the U.S.S. PUFFER (SS-268), on the FOURTH War Patrol of that submarine during the period 30 April 1944 to 21 June 1944, in enemy controlled waters of the Southwest Pacific. Aggressive and relentless in tracking the enemy, Commander Selby expertly maneuvered and fought his ship throughout repeated brilliantly executed attacks against hostile surface forces and, by his outstanding skill and daring, contributed to the success of the PUFFER in sinking three enemy ships totaling 24,300 tons and in damaging a large aircraft carrier and another Japanese ship despite severe hostile countermeasures. His inspiring leadership, bold tactics and valiant devotion to duty throughout each furious action were essential factors in the success of our forces in reducing Japanese Naval strength in the Pacific and reflect the highest credit upon Commander Selby and the United States Naval Service.

    The President of the United States of America takes pleasure in presenting a Gold Star in lieu of a Second Award of the Navy Cross to Commander Frank Gordon Selby (NSN: 0-72767), United States Navy, for extraordinary heroism in the line of his profession as Commanding Officer of the U.S.S. PUFFER (SS-268), during the FIFTH War Patrol of that submarine from 14 July 1944 to 29 August 1944, in enemy controlled waters of the Pacific War Area. Skillfully maneuvering his ship to penetrate strong enemy escort screens, Commander Selby launched four bold, aggressive torpedo attacks in the face of severe countermeasures to sink four enemy ships totaling over 32,000 tons and to damage an additional vessel of 10,000 tons. By his expert evasive tactics, brilliant seamanship and zealous devotion to duty, Commander Selby brought his ship to port undamaged and contributed materially to the success of our operations in this area, thereby reflecting the highest credit upon himself and the United States Naval Service.

    The President of the United States of America takes pleasure in presenting the Silver Star to Commander [then Lieutenant Commander] Frank Gordon Selby (NSN: 0-72767), United States Navy, for conspicuous gallantry and intrepidity in military action against an armed enemy while serving as Commanding Officer of the U.S.S. PUFFER (SS-268), on the SECOND War Patrol of that submarine during the period from 24 November 1943 to 12 January 1944. Skillfully maneuvering his ship to avoid severe enemy countermeasures and to press home his attacks, Commander Selby aggressively struck at hostile surface vessels, sinking a 1,368-ton destroyer and a trawler, and damaging four ships totaling 31,051 tons. By his persistent and effective attacks, he contributed immeasurably to the success of our units and to the ultimate destruction of vital Japanese Naval forces in the area. His expert ship handling, forceful initiative and unwavering devotion to duty reflect the highest credit upon Commander Selby and the United States Naval Service.
