The President of the United States of America takes pleasure in presenting the Navy Cross to Lieutenant Commander Arnold Frederic Schade (NSN: 0-72415/1100), United States Navy, for extraordinary heroism and distinguished service in the line of his profession as Executive Officer and as acting commander of the U.S.S. GROWLER (SS-215), during the first four War Patrols of that vessel in enemy-controlled waters of the Pacific War Area, during the period 27 June 1942 through 17 February 1943. By rendering skillful and able assistance to his Commanding Officer during months of maneuvering through an area continuously menaced by enemy air and surface craft, Lieutenant Commander Schade contributed in large measure to the success of the Growler’s patrols. On the early morning of 7 February 1943, after a surface encounter with a Japanese gunboat, in which the Captain of the Growler was killed, Lieutenant Commander Schade took command. With his ship ripped by enemy gunfire and leaking dangerously, her bow planes and vital auxiliaries inoperative, he worked tirelessly to direct emergency repairs, finally bringing his ship and her valiant crew safely to port. His expert seamanship, cool courage, and outstanding devotion to duty were in keeping with the highest traditions of the United States Naval Service.

The President of the United States of America takes pleasure in presenting the Legion of Merit to Rear Admiral Arnold Frederic Schade (NSN: 0-72415/1100), United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States from December 1963 to June 1964 as Commander Middle East Force. Exercising a high degree of leadership and resourcefulness, Rear Admiral Schade has been responsible for and has directly supervised the preparation and implementation of naval plans for exercises, contingencies, and the emergency evacuation of United States nationals from the Middle East, South Asia, and the East Coast of Africa. During the period 26 November to about 6 December 1963, after complete planning and programming, he executed Operation CHO-BAHR, a joint United States Navy-Imperial Iranian Navy civic action project along the Gulf of Oman. His outstanding initiative in securing the cooperative efforts of Operation HANDCLASP, CARE, World Medical Research Foundation, and a University of Pennsylvania Medical Team insured the successful completion of this humanitarian mission. On 13 January 1964, he skillfully directed the evacuation of sixty-one Americans from Zanzibar by a destroyer from his force, and maintained special surveillance in that area, under extremely adverse conditions, during the East African Army mutinies in early 1964. Later, he was instrumental in integrating Navy units for the United States and Iran into an effective functioning team for participation in joint U.S.-Iranian Exercise DELAWAR. By his sound judgment, skilled diplomacy, and inspiring devotion to duty, Rear Admiral Schade has enhanced the prestige of the United States among the nations in his area of responsibility, thereby upholding the highest traditions of the naval service.

Board Serial 1256 (August 20, 1971)The President of the United States of America takes pleasure in presenting a Gold Star in lieu of a Second Award of the Navy Distinguished Service Medal to Vice Admiral Arnold Frederic Schade (NSN: 0-72415/1100), United States Navy, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States as Vice Chairman, United States Delegation, United Nations Military Staff Committee and Commander Eastern Sea Frontier, during the period February 1970 to August 1971. Exercising outstanding professional competence, foresight, resourcefulness, and diplomacy, Vice Admiral Schade applied his exceptional talents to advising and supporting the United States representatives at the United Nations, particularly during the 25th General Assembly, while providing information and advice to the Joint Chiefs of Staff. By his leadership and personal example, he succeeded in fostering a spirit of cooperation between the office of the United States Delegation to the Military Staff Committee and the offices with which it dealt. Throughout his tenure, Vice Admiral Schade rendered advice and assistance on numerous matters of great importance, including peacekeeping and arms control in Europe and the Middle East, Middle East border incidents, and the conflict in Southeast Asia. As Commander Eastern Sea Frontier, Vice Admiral Schade exercised wisdom, sound judgment, organizational ability, and untiring dedication in insuring maximum operational and administrative efficiency. Additionally, he instituted the combination of Eastern Sea Frontier and THIRD Naval District staffs to effect a conservation of manpower and resources without diluting the efficiency of the individual staffs. By his inspiring leadership and distinguished performance of duty throughout this period, Vice Admiral Schade upheld the highest traditions of the United States Naval Service.

An extremely competent and resourceful leader, Rear Admiral Schade has been responsible for and had directly supervised the preparation and implementation of naval plans for exercises, contingencies, and the emergency evacuation of United States nationals from the Middle East, South Asia, and the East Coast of Africa. During the period 26 November to about 6 December 1963, after complete planning and programming, he executed Operation CHO-BAHAR, a joint U.S. Navy-Imperial Iranian Navy civic action project along the Gulf of Oman. His outstanding initiative in securing the cooperative efforts of Operation HANDCLASP, CARE, World Medical Research Foundation, and a University of Pennsylvania Medical Team insured the successful completion of this humanitarian mission. His actions were both forceful and highly efficient. After extensive and detailed planning by COMIDEASTFOR, all units of the Middle East Force, augmented by an LSD, participated in joint U.S.-Iranian Exercise DELAWAR 12 to 15 April 1964, under the overall direction of USCINCMEAFSA. Rear Admiral Schade’s leadership and highly professional performance were inspirational. He was instrumental in integrating Navy units of the United States and Iran into an effective functioning team for this significant exercise. Through his ability as a statesman, as well as a naval officer, he successfully completed long and sensitive negotiations that provided the opportunity for a United States destroyer to visit Hodeia, Yemen, 10 to 14 May 1964, with the attendant benefits to United States prestige. By his outstanding leadership, judgment, and inspiring devotion to duty throughout, Rear Admiral Schade upheld the highest traditions of the United States Naval Service.

GROWLER (SS-215), during a highly successful and aggressive submarine war patrol during World War II, which resulted in the sinking of 25,946 tons of enemy shipping. He rendered invaluable service in the fire control of his ship and his excellent judgment and coolness resulted in successful attacks against the enemy in spite of heavy air and anti-submarine patrols. His courage and skill were in keeping withy the highest traditions of the United States Naval Service.
