The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Admiral Thomas Hinman Moorer (NSN: 0-72396), United States Navy, for exceptionally meritorious and distinguished service in a position of great responsibility. Admiral Moorer distinguished himself by exceptionally meritorious service to the United States of America and to the Armed Forces in a position of supreme military responsibility as Chairman, Joint Chiefs of Staff, from July 1970 to July 1974. Admiral Moorer served with distinction in the Nation’s highest military office during a four-year period of unremitting international tension. Through the soundness of his advice to the President and the Secretary of Defense, and his exemplary leadership of the Joint Chiefs of Staff, he personally made a far-reaching contribution to the security of the United States and the Free World. During this period the United States military establishment changed from a partly-conscripted body largely concentrated in Southeast Asia to smaller, more professional forces deployed world-wide in accordance with new strategic realities. That his change was made without decrease in the viability of strategic offensive or defensive forces or default on commitments to America’s allies is a tribute to Admiral Moorer’s dedication and forceful direction. Of especial note was the skilled and purposeful way in which he implemented National policy in Southeast Asia, including the highly-successful Vietnamization program, the success of which can be measured in the continued stability and independence of the Republic of Vietnam. A grateful Nation acknowledges that Admiral Moorer’s performance of duty during a military career spanning more than forty-one years of active service has been singularly outstanding and reflects the utmost credit upon himself and the United States Armed Forces.
