The President of the United States of America takes pleasure in presenting the Navy Cross to Lieutenant Commander Benjamin Campbell Jarvis (NSN: 0-82360), United States Navy, for extraordinary heroism and distinguished service in the line of his profession as Commanding Officer of the U.S.S. BAYA (SS-318), during the FOURTH War Patrol of that submarine in enemy-controlled waters of the Southwest Pacific Area from 20 April 1945 to 18 May 1945. When viciously attacked by escort vessels during a night attack upon a closely guarded enemy convoy, Lieutenant Commander Jarvis displayed outstanding leadership, initiative and cool judgment in preventing the possible destruction of his submarine although operating in shallow water against a numerically superior enemy force. Undeterred by this hazardous encounter, he later attacked and destroyed an entire convoy of three Japanese vessels. By his indomitable spirit and courageous devotion to duty, Lieutenant Commander Jarvis upheld the highest traditions of the United States Naval Service.
