The President of the United States of America takes pleasure in presenting the Navy Cross to Commander Joseph Bryan Icenhower (NSN: 0-77081), United States Navy, for extraordinary heroism in the line of his profession as Commanding Officer of the U.S.S. JALLO (SS-368), on the FIRST War Patrol of that submarine during the period 9 October 1944 to 10 December 1944, in enemy controlled waters of the Luzon Strait in the Philippine Islands. An aggressive leader, Commander Icenhower launched repeated strikes against enemy shipping and, by his expert ship-handling contributed materially to the success of the JALLO in sinking a hostile warship and in evading severe hostile countermeasures. Through his experience and sound judgment Commander Icenhower brought his ship safely back to port. His conduct throughout was an inspiration to his officers and men and in keeping with the highest traditions of the United States Naval Service.
