The President of the United States of America takes pleasure in presenting the Navy Cross to Commander Arthur Caswell House, Jr., United States Navy, for extraordinary heroism and distinguished service in the line of his profession as Commanding Officer of the U.S.S. APOGON (SS-308), during the SEVENTH War Patrol of that vessel in enemy Japanese-controlled waters near the Kurile Islands from 28 May to 14 July 1945. Penetrating a heavy escort screen, Commandeer House launched well planned torpedo attack to sink four hostile ships, for a total of 12,600 tons, and, skillfully maneuvering his vessel, succeeded in evading all enemy countermeasures. Engaging two 100-ton picket boats with gunfire, he sank one of the enemy vessels and severely damaged the other despite heavy return fire which scored several hits on his submarine. Through his experience and sound judgment Commander House brought his ship safely back to port. His conduct throughout was an inspiration to his officers and men and in keeping with the highest traditions of the United States Naval Service.
