The President of the United States of America takes pleasure in presenting the Silver Star to Lieutenant, Junior Grade [then Ensign] Louis Andrew Heilmann (NSN: 0-299348), United States Naval Reserve, for conspicuous gallantry and intrepidity as Pilot of a carrier-based Navy Dive Bomber of Bombing Squadron SIXTEEN (VB-19), attached to the U.S.S. LEXINGTON (CV-16), in action against enemy Japanese forces in the vicinity of the Philippine Islands on 5 November 1944. Participating in a strike against enemy shipping, Lieutenant, Junior Grade, Heilmann skillfully maneuvered his plane for advantageous striking position and, pressing home his attacks at a perilously low altitude despite continuous fighter opposition and in the face of anti-aircraft fire, succeeded in scoring a hit on an enemy heavy cruiser, thereby contributing materially to its subsequent sinking. By his airmanship, cool courage and devotion to duty throughout this hazardous operation, Lieutenant, Junior Grade, Heilmann upheld the highest traditions of the United States Naval Service.
