The President of the United States of America takes pleasure in presenting the Silver Star to Commander John Frank Harper, Jr., United States Navy, for conspicuous gallantry and intrepidity as Commanding Officer of the Destroyer U.S.S. INGRAHAM (DD-694), in action against enemy Japanese forces during the assault on Lingayen, Luzon, Philippine Islands, from 3 to 18 January 1945. Although constantly subjected to fire from hostile shore batteries and to persistent and dangerous enemy air attacks, Commander Harper skillfully directed his ship in bombarding Japanese shore positions and beaches, in performing anti-aircraft and anti-submarine screening duties and in providing fire support for underwater demolition units in the area. By his able leadership and gallant devotion to duty, he contributed greatly to the success of the INGRAHAM in this vital mission and upheld the highest traditions of the United States Naval Service.
