Daniel McKinnon enlisted into the Navy Seabees in 1976 after graduating high school in Portsmouth, Virginia. He retired as a Senior Chief Construction Mechanic in 1997.

    The President of the United States of America takes pleasure in presenting the Legion of Merit to Chief Construction Mechanic Daniel Christopher McKinnon, United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Special Equipment Development Officer in support of Phase I of a Chief of Naval Operations approved Naval Facilities Engineering Command supported special project from April 1987 to July 1991. Chief Petty Officer McKinnon’s extraordinary leadership and outstanding technical proficiency contributed directly to the implementation and success of activities of the highest national interest. Working in a harsh environment under conditions of extreme physical hardship and mental stress, he demonstrated exemplary leadership, initiative, resourcefulness, and professional skill in developing the special equipment necessary to complete this project. Chief Petty Officer McKinnon’s efforts resulted in truly remarkable construction, with many innovations and a perfect safety record that met or exceeded all engineering standards. By his unchallenged competence, keen judgment, and steadfast devotion to duty, Chief Petty Officer McKinnon reflected great credit upon himself and upheld the highest traditions of the United States Naval Service.
