The President of the United States of America takes pleasure in presenting the Navy and Marine Corps Medal to Sergeant Robert F. Engle, United States Marine Corps, for heroism while serving as Ammunition Technician, Headquarters and Service Company, Third Battalion, Seventh Marines, THIRD Marine Division, Okinawa, Japan. On 2 May 1999, while returning from liberty at approximately 2235, Sergeant Engle heard someone yell, “Man overboard.” He quickly rushed to the spot on the pier where the call originated and unhesitatingly dove into the murky ocean, risking possible life and personal harm. After searching for about 10 minutes, he located the unconscious Sailor and observed that he was not breathing. Sergeant Engle immediately administered rescue breathing and after several attempts, the Sailor was revived and began to breath on his own. The Marines on the pier attempted to pull Sergeant Engle, carrying the incapacitated Sailor, onto the pier with a rope ladder, but the attempt caused Sergeant Engle to hit his head on the pier. This effort resulted in he and the Sailor falling back into the water. After several minutes of keeping the Sailor afloat, a rescue boat arrived and successfully evacuated the victim to shore. By his courageous and prompt action in the face of great personal risk, Sergeant Engle saved a fellow service member’s life, thereby reflecting great credit upon himself and upholding the highest traditions of the United States Naval Service.
