The President of the United States of America takes pleasure in presenting the Legion of Merit to Colonel Herbert Robert Tiede, United States Marine Corps, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as the Deputy Chief of Staff/Command Inspector, Marine Corps Development and Education Command (MCDEC), Quantico, Virginia, from November 1980 through April 1982. Colonel Tiede vigorously conducted a continuous inspection program encompassing the myriad of activities resident at MCDEC. He designed and incorporated changes to this process which modernized and streamlined the inspection process. Colonel Tiede applied vast experience in counseling and assisting Marines with their problems. His diligence and concern with improvement in safety procedures resulted in a program that will positively affect both industrial and traffic safety at MCDEC for many years. In all of his relations, Colonel Tiede provided an inspiring example of initiative, cooperation, and outstanding integrity. By his aggressive leadership, perceptive judgment, and selfless devotion to duty, Colonel Tiede reflected great credit upon himself and upheld the highest traditions of the United States Naval Service.
