The President of the United States of America takes pleasure in presenting the Silver Star to Commander William Joseph Germershausen, Jr., United States Navy, for conspicuous gallantry and intrepidity as Commanding Officer of the U.S.S. TAMBOR (SS-198), on the TWELFTH War Patrol of that submarine during the period 3 October to 30 November 1944, in enemy Japanese-controlled waters. Commander Germershausen expertly directed his ship in carrying out bold and aggressive attacks against the enemy to sink three Japanese vessels totaling over 5,000 tons, and to damage an addition 200-ton craft. Through his experience and sound judgment Commander Germershausen brought his ship safely back to port. His conduct throughout was an inspiration to his officers and men and in keeping with the highest traditions of the United States Naval Service.
