The President of the United States of America takes pleasure in presenting the Silver Star to Lieutenant Commander Norman Farquhar Garton, United States Navy, for conspicuous gallantry while serving as Commanding Officer of the Seaplane Tender U.S.S. GILLIS (DD-260), in action against enemy Japanese forces during the Aleutian Islands Campaign, Territory of Alaska, in June and July 1942. As a result of the training he gave his crew, his brilliant combat leadership and his indefatigable devotion to duty, the GILLIS shot down four and probably five enemy aircraft and made possible the first intensive continuous bombing of enemy concentrations on Kiska Harbor, thereby contributing greatly to the successful operations of Patrol Wing FOUR. His conduct throughout was in keeping with the highest traditions of the United States Naval Service.
