The President of the United States of America takes pleasure in presenting the Navy and Marine Corps Medal to Corporal James F. Harsch, United States Marine Corps, for heroism at the risk of life not involving conflict with an armed enemy. Corporal Harsch was picnicking on the banks of the Nishiki River, near Iwakuna, Japan, on 6 April 1985, when he saw two Marines struggling in the river’s swift current. Corporal Harsch plunged into this water and dragged both men to safety. The exemplary courage and heroism displayed by Corporal Harsch reflect great credit upon himself and the United States Marine Corps.
