The President of the United States of America takes pleasure in presenting a Gold Star in lieu of a Second Award of the Silver Star to Commander Walter Gale Ebert (NSN: 0-63429), United States Navy, for conspicuous gallantry and intrepidity in action in the performance of his duties as Commanding Officer of the U.S.S. SCAMP (SS-277) during the FIFTH War Patrol of that Submarine in enemy controlled waters from 22 October 1943 to 26 November 1943. Displaying great skill and aggressiveness during a series of bold attacks on heavily escorted merchant and combatant vessels, Commander Ebert succeeded in sinking and damaging approximately 20,500 tons of enemy shipping. In addition, a hazardous special mission was successfully completed. His coolness and high devotion to duty enabled him to evade all enemy countermeasures and bring his ship safely back to port. His conduct throughout was an inspiration to the officers and men in his ship and were in keeping with the highest traditions of the United States Naval Service.
