Bureau of Naval Personnel Information Bulletin No. 310 (January 1943)

The President of the United States of America takes pleasure in presenting the Silver Star to Coxswain Ward L. Clemmer (Gemmer), United States Navy, for conspicuous gallantry and intrepidity in action against the enemy while serving with as a member of the Armed Guard aboard a merchant vessel during aerial attacks upon that vessel by enemy forces. Manning his battle station with courage and efficiency in the face of large-scale raids upon the convoy of which his ship was a part, Coxswain Clemmer contributed to the high morale and aggressive fighting spirit which enabled the blasting guns of the ship to damage one enemy torpedo bomber and send another crashing into the sea. His gallant actions and dedicated devotion to duty, without regard for his own life, were in keeping with the highest traditions of military service and reflect great credit upon himself and the United States Naval Service.
