The President of the United States of America takes pleasure in presenting the Distinguished Flying Cross to Captain James A. Bulman, Jr. (MCSN: 0-11170), United States Marine Corps Reserve, for extraordinary achievement while participating in aerial flight while participating in damaging dive bombing attacks against the enemy as pilot of a dive bomber operating in the Solomon Islands and Bismarck Archipelago area during the periods 20 November to 29 December 1942 and 17 March to 23 April 1944. Captain Bulman participated in 25 strikes against the enemy, 19 of which were in the face of determined anti-aircraft fire. During his two combat tours Captain Bulman served as division leader and in the face of determined anti-aircraft fire scored direct or damaging hits on one bridge; one beached but potentially serviceable cargo vessel bearing anti-aircraft guns; four anti-aircraft positions; one barge; and one destroyer. His alertness, skill, and personal courage under exacting combat conditions contributed substantially to the success of the missions in which he participated, and to the damage inflicted by our air forces on the enemy in these areas. His devotion to duty and consistent bravery are in keeping with the highest traditions of the United States Naval Service.
