    The President of the United States of America takes pleasure in presenting the Legion of Merit to Rear Admiral Goldsborough Serpell Patrick (NSN: 0-62694), United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Chief, Military Assistance Advisory Group to the Netherlands from June 1961 to October 1963, and as the Naval Inspector General from November 1963 to July 1964. As Chief, Military Assistance Advisory Group to the Netherlands, Rear Admiral Patrick was most effective in planning and organizing United States military aid to the Netherlands. His advice and assistance to the Netherlands Armed Forces were instrumental in substantially improving the military readiness of these forces in their national role and in their military contribution to the North Atlantic Treaty Organization. As the Naval Inspector General, Rear Admiral Patrick coordinated the Naval Shore Activities Inspection Program in a highly efficacious manner. As a result of his inspection procedures, appreciable savings in funds and manpower as well as more effective support of the Operating Forces by the Shore Establishment have been realized. By his outstanding leadership, judgment, and inspiring devotion to duty, Rear Admiral Patrick has upheld the highest traditions of the United States Naval Service.

    The President of the United States of America takes pleasure in presenting the Navy Cross to Commander Goldsborough Serpell Patrick (NSN: 0-62694), United States Navy, for extraordinary heroism and distinguished service in the line of his profession as Commanding Officer of the Destroyer U.S.S. PRESTON (DD-795), in action against the enemy from 24 March 1944 through 22 June 1944, off Okinawa in the Ryukyu Islands. During this period of almost continuous actions, and in spite of fierce attacks by enemy suicide planes and boats, submarines and shore batteries, Commander Patrick repeatedly placed his ship with coolness and excellent judgment in positions where it could be employed most effectively. The PRESTON destroyed at least five enemy planes and assisted in the destruction of many others while continuing to furnish fire support to our ground forces. His actions materially contributed to the success of our operations against the enemy. His heroic conduct, determination and professional skill were at all times in keeping with the highest traditions of the United States Naval Service.
