The President of the United States of America takes pleasure in presenting a Fourth Gold Star in lieu of a Fifth Award of the Legion of Merit to Rear Admiral Wayne Rowe Loud (NSN: 0-61487), United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Commander Mine Force, U.S. Atlantic Fleet, from December 1960 to June 1962. Rear Admiral Loud’s exemplary foresight, initiative, and mature judgment were responsible for the increased integration of mining and mine countermeasures plans in amphibious operations. His wide professional knowledge, sense of perspective, and broad comprehension of the problems involved led to successful implementation of inspections of overseas pre-positioned mine stocks, which resulted in a mining readiness posture unparalleled in United States peacetime history. Rear Admiral Loud’s dynamic, forceful leadership and constructive thinking led to an annual Mine Force Type Commanders’ conference that presented coordinated solutions of common problems to the Fleet Commanders in Chief and the Chief of Naval Operations. His effective, clear-cut, and vigorous presentations have made other Type and Operational Commanders aware of the importance of mining in anti-submarine warfare. His high standards, sense of duty, and effective patriotism reflect great credit upon himself and were in keeping with the highest traditions of the United States Naval Service.
