The President of the United States of America takes pleasure in presenting the Silver Star to Lieutenant Joseph W. Burk (NSN: 0-193260), United States Naval Reserve, for conspicuous gallantry and intrepidity in action against the enemy at Lilean, Cebu, Philippine Islands on 21 March 1945. As Officer-in-Charge of Motor Torpedo Boats 350 (PT-350) and 349 (PT-349), he made a daylight attack on fifteen enemy barges loading on a beach in the heavily defended harbor. Despite his knowledge of the presence of heavy and light caliber shore guns and a closely knit system of concrete pill boxes immediately behind the barges, Lieutenant Burk closed the beach to less than three hundred yards. After destroying eight barges, and while attempting to maneuver into better position to continue the action, the boat in which he was riding grounded on a reef two hundred and fifty yards off shore. Without regard for his own safety, Lieutenant Burk exposed himself to the intense machine gun and sniper fire in order to direct the towing off operation as well as counterfire against the enemy. His courage and skillful conduct was in keeping with the highest traditions of the United States Naval Service.
