The President of the United States of America takes pleasure in presenting the Legion of Merit with Combat “V” to Commander Robert John Archer (NSN: 0-62004), United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Staff Watch Officer and Flag Communication Officer on the Staff of Commander Carrier Division ONE during Fast Carrier Task Force offensive operations against the enemy in the South, Central and Western Pacific from 14 January 1944 to 15 November 1944. By his alertness and cool and effective performance of duty in action on the Flag Bridge, and by his thorough knowledge of Carrier Task Force operations, he personally distinguished himself and contributed directly to the many successes achieved. These operations, during which he rendered such distinguished services, contributed greatly toward the capture or neutralization of many enemy strongholds including Truk, Kwajalein, Einwetok, Saipan, Guam, the Visayas and Manila, and to the destruction of a large part of the enemy’s air and sea forces. He inspired all officers and men with whom he came in contact by his aggressive spirit, and at all times his conduct was in keeping with the highest traditions of the United States Naval Service.
