The President of the United States of America takes pleasure in presenting a Gold Star in lieu of a Second Award of the Navy Distinguished Service Medal to Admiral DeWitt Clinton Ramsey (NSN: 0-7813), United States Navy, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States as Vice Chief of Naval Operations, from 15 January 1946 to 3 January 1948. Bringing his task thorough experience as an organizer and administrator, Admiral Ramsey was responsible for the execution of policies and plans modified from wartime standards to meet peacetime requirements of the Navy with minimum reduction in potential strength. By his keen analytical ability, his sound and constructive decisions and his wise and ready counsel, he has rendered tireless and invaluable assistance during a difficult period of reorganization and readjustment in the Navy. His distinguished service in fulfilling an assignment of comprehensive proportions reflects the highest credit upon Admiral Ramsey and the United States Naval Service.
