The President of the United States of America takes pleasure in presenting a Gold Star in lieu of a Second Award of the Silver Star to Ensign Floyd M. Symons, United States Navy, for conspicuous gallantry and intrepidity in action against the enemy while attached to the Submarine Detachment, in action against enemy Japanese forces at Fort Mills, Corregidor, Philippine Islands, during the period 1 January to 10 April 1942. Ensign Symons risked his life on numerous occasions to carry out vital missions during the prolonged siege of Corregidor and the subsequent evacuation of personnel from that hazardous area.
