Holden Richardson graduated from the U.S. Naval Academy at Annapolis, Class of 1901. He was Naval aviator #13, was the Navy’s first engineering test pilot, and was the first secretary of the National Advisory Committee for Aeronautics. In 1925 Richardson led efforts to develop carrier aircraft and patrol planes. Volunteered to return to active duty in the Bureau of Aeronautics in 1934. During World War II, he headed the Washington Navy Yard Wind Tunnel.

    The President of the United States of America takes pleasure in presenting the Navy Cross to Commander Holden C. Richardson, United States Navy, for distinguished service in the line of his profession as a Member of the Crew of the Seaplane NC-3, which made a long overseas flight from New Foundland to the vicinity of the Azores, in May 1919. His actions were in keeping with the highest traditions of the United States Naval Service.
