The President of the United States of America takes pleasure in presenting the Navy Cross to Lieutenant James L. Breese, United States Navy (Reserve Force), for distinguished service in the line of his profession as a Member of the Crew of Seaplane NC-4 in making the first successful Trans-Atlantic flight from New Foundland to the vicinity of the Azores, in May 1919. His actions were in keeping with the highest traditions of the United States Naval Service.
