The President of the United States of America takes pleasure in presenting the Navy Cross to Lieutenant [then Lieutenant, Junior Grade] Clark William Miller, United States Naval Reserve, for extraordinary heroism in operations against the enemy while serving as Pilot of a carrier-based Navy Torpedo Plane in Composite Squadron SEVENTY-FIVE (VC-75), attached to the U.S.S. OMMANEY BAY (CVE-79), Bay, in action against enemy Japanese forces during the Battle off Samar, on 25 October 1944. Participating in a strike against units of the enemy Fleet, Lieutenant Miller maneuvered his plane to score a direct hit on a heavy Japanese cruiser despite intense anti-aircraft fire from Japanese capital ships and, later braved hostile fire to photograph the sinking vessel. While on another flight, he attacked an enemy battleship and succeeded in diverting its fire from a carrier division, thereby contributing materially to the success of his squadron in this decisive engagement. Lieutenant Miller’s courage and devotion to duty throughout reflect great credit upon himself and the United States Naval Service.
