The President of the United States of America takes pleasure in presenting the Navy Cross to Commander Richard Clark Latham, United States Navy, for extraordinary heroism in the line of his profession as Commanding Officer of the U.S.S. TINOSA (SS-238), on the ELEVENTH War Patrol of that submarine during the period 29 May 1945 to 4 July 1945, in enemy controlled waters in the Japan Sea Area near the eastern coast of Korea. Penetrating strong anti-submarine barriers, Commander Latham directed his vessel deep into shallow water to launch gun and torpedo attacks which resulted in the sinking of three hostile freighters and a sea truck, for a total of 12,100 tons, and in the damaging of a 4,000-ton enemy freighter. Skillfully evading strong Japanese countermeasures, he withdrew from the danger area and brought his vessel safe to port. His courage and devotion to duty reflect the highest credit upon Commander Latham and the United States Naval Service.
