LOUISVILLE (CA-28) in the South Pacific area from 20 January 1944 to 17 October 1944.

    The President of the United States of America takes pleasure in presenting the Navy Cross to Captain Samuel Hansford Hurt, United States Navy, for extraordinary heroism and distinguished service in the line of his profession as Commanding Officer of the Heavy Cruiser U.S.S. LOUISVILLE (CA-28), in action against enemy Japanese forces in the Philippine Islands during the battle of Surigao Strait on the night of 24 – 25 October 1944. After directing his ship in the delivery of effective gunfire, Captain Hurt pursued the enemy to carry out attacks which contributed to the sinking of several hostile warships. In addition, he skillfully evaded suicide dive bombers on two occasions to save his vessel from serious damage. By his professional ability, leadership and devotion to duty, Captain Hurt upheld the highest traditions of the United States Naval Service.
