The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Lieutenant General Vittorio Zupelli, Italian Army, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States, during World War I. As Secretary of State for War, General Zupelli performed highly responsible duties with conspicuous ability and devoted loyalty, thereby meriting a large share of the credit for the success of our common cause. The unbroken harmony which marked the relations of the American and Italian military authorities was in no small degree a reflection of the war spirit of cooperation which he constantly manifested.
