The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Colonel Fulvio Zugaro, Italian Army, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States, during World War I. Charged with highly responsible duties as Chief of Organization and Demobilization Department, Italian Army, Colonel Zugaro displayed eminent administrative ability and rendered services of great value to the common cause. By his broad-minded spirit of cooperation and unfailing courtesy he did much toward promoting the harmony which marked the relations between the Italian Army and the American forces serving in Italy.
