The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to William Weir, a British Civilian, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States, during World War I, as British Secretary of State for the Royal Air Force. In the performance of his important duties, Mr. Weir displayed great energy and ability of a high order. He handled difficult situations with tact and aggressiveness, achieving brilliant results. At all times he was zealous to the best interests of the American Expeditionary Forces.
