The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Colonel of Infantry Victor E. Wahl, French Army, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States, during World War I. As Commander of the 1st Brigade, Artillery of Assault, by his marked ability, initiative, and sound judgment, Colonel Wahl gave much valuable assistance to the American armies operating in the St. Mihiel and Meuse-Argonne offensives. His earnest cooperation in carrying out the details of the plans of operations had a marked influence on the success of the Tank Corps units in those important operations.
