The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Military Intendant Louis A. Vinel, French Army, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States, during World War I. As Quartermaster General of the French Army, he showed ability of the highest order in handling his important duties and cooperated most loyally with the American military authorities. In a position of great responsibility, he made special efforts to aid the American Expeditionary Forces.
