The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Brigadier General Henry C. Valdant, French Army, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States, during World War I. As Chief of Staff to the Commanding General, Military Governor of Paris, General Valdant has at all times manifested a most cordial attitude in all Franco-American relations, offering us every assistance at the command of his far-reaching office. His services to the American Expeditionary Forces have been of great value.
