The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Andre Tardieu, a French civilian, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States, during World War I. Mr. Tardieu rendered service of great value for the American Expeditionary Forces as High Commissioner of the French Republic at Washington, D.C. Displaying tact, energy, and devotion to duties, he handled difficult problems with unswerving zeal for the good of the American Army.
