The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Lieutenant Colonel Vittorio Sogno, Italian Army, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States, during World War I. Lieutenant Colonel Sogno served with conspicuous success as Chief of the 3d Section of the General Staff Department, Italian Army, performing services of the utmost importance in connection with the struggle against the common enemy. The warm spirit of cooperation which he constantly displayed in his dealings with the American authorities was a potent factor in cementing the cordial relations between the Italian Army and the American forces serving in Italy.
