The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Paul Segers, Belgian Minister of Transportation, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States, during World War I, as the Belgian Minister of Transportation. Instrumental in the cession by the Belgian Government of steam motive power at a time when the lack of locomotives was a grave and serious handicap to the successful operations of the American Expeditionary Forces, Mr. Segers assisted in an important and conspicuous way in the rapid and efficient functioning of the lines of communication of the American Army.
