The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Vice Admiral H. Salaun, French Navy, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States, during World War I. As Prefect Maritime, Governor of the Place of Brest, by his splendid spirit of whole-hearted cooperation with the American authorities in all matters concerning the welfare and comfort of the large number of American troops which constantly passed through the important Port of Brest, Admiral Salaun has rendered services of signal worth to the American Expeditionary Forces. Every demand upon the facilities of his office received the same courteous consideration which characterized all the dealings of the Americans with him and his efficient personnel.
