The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Medical Inspector Jules F. A. Rouget, French Army, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States, during World War I. As Chief Surgeon of a Group of Armies, and later as Chief of the Cabinet of the Undersecretary of State for the Medical Service, by his broad-minded treatment of all important questions arising with regard to hospitalization, and by his earnest cooperation with our Medical Service in all matters affecting the furtherance of efficiency in the care of our sick and wounded, Medical Inspector Rouget has rendered services of an important character to the American Expeditionary Forces. He at all times gave ready assistance to the limit of his power, in all important medical matters which constantly came under his extensive jurisdictions. He rendered services of great consequence to the American Expeditionary Forces.
