The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Medical Inspector Jean F. Pouy, French Army, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States, during World War I. As Chief of the Hospitalization Section of the Undersecretary of State for the Medical Services, Medical Inspector Pouy collaborated with the Medical Service of the American Expeditionary Forces in the preparation of a comprehensive hospitalization program. Through his wide knowledge of the possible hospital resources of France and his persistent efforts to insure adequate care for American soldiers, the trying period preceding combat operations was successfully bridges. He met all demands made for the delivering of French hospitals to the American Expeditionary Forces, even to the extent of burdening his own service. By his broad-minded conception of our problem and his energetic assistance in a most important task, he rendered inestimable services to the American Expeditionary Forces.
