The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Major of Infantry Harman Poupart, French Army, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States, during World War I, while serving with the 158th Regiment of Infantry, French Army. In Command of front-line troops, Major Poupart performed valiant and faithful service in the Allied cause. When he became an Assistant to the Members of the American Military Mission at French General Headquarters his wide practical experience fitted his admirably for his important duties, and by his zeal in promoting the interests of our Army he rendered services of the highest value to the American Expeditionary Forces.
