The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Captain of Cavalry Francois Picard, French Army, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States, during World War I. Captain Picard served with marked distinction in his capacity as Aide to Marshal Petain, and rendered very valuable service to the allied cause. He was at all times energetic and tactful in behalf of the American Expeditionary Forces, and by the sound advice and accurate information with which he furnished us proved of very material assistance. At all times he cooperated with us whole-heartedly, and showed himself a loyal friend.
