The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Brigadier General Owen F. Phillips, Royal British Army, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States, during World War I, as Commanding General, 2d Australian Division, British Expeditionary Forces. Commanding the Artillery in support of the 30th American Division in the operations of 8 – 11 October 1918, General Phillips added greatly in the successes achieved at that time during these operations. He displayed military ability of the highest order and a spirit of earnest cooperation which made the members of the American units proud to be associated with him in their operations against the common foe.
