The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Captain of Artillery Paul E. Nevegans, French Army, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States, during World War I. As a Member of the French Military Mission, Captain Nevegans was placed on duty with the Training and Instruction Branch, War Plans Division, of the General Staff. His brilliant mental and exceptional professional attainments, coupled with rare tact and tireless devotion to duty, caused his services to be of signal worth to the United States Army.
