The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Major General Jean J. H. Mordacq, French Army, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States, during World War I. As Chief of the Military Cabinet of the Minister of War, General Mordacq at all times accorded most valuable assistance to the American Expeditionary Forces. In the discharge of his exacting duties he cooperated loyally with the American military authorities, and by his timely advice and whole-hearted service greatly increased the efficiency of our forces.
