The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to General Major Sylvian Merchie, Belgian Army, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States, during World War I. As Chief of Staff in the office of the Belgian Secretary of War, General Major Merchie rendered most important service in the prosecution of operations against the enemy. His high professional attainments furthered his rapid promotion in active service with troops, fitting him for the distinguished duties to which he was called later.
