The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to General Major Louis Mahieu, Belgian Army, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States, during World War I. As Military Governor of the Province of Antwerp, General Major Mahieu has rendered conspicuous service to the United States. His hearty cooperation was of the greatest value to our forces in the establishment of American Base Section No. 9.
