The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to French Minister of Armament Louis Loucheur, a French civilian, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States, during World War I. Mr. Loucheur displayed ability of high order in the performance of his important duties. In his relations with the American authorities he was tactful and zealous in our behalf, going far beyond the bounds of his duties to render valuable service and assistance to the American Expeditionary Forces.
