The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Lorain, a French civilian, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States, during World War I, as Director of the Telephonic Exploitation of the Department of Posts, Telephones, and Telegraphs. Mr. Lorain procured much-needed telephone material for the American Expeditionary Forces at critical times. His assistance was indispensable in obtaining leases for the long lines which formed the basis of our general telephone and telegraph system. Laboring unremittingly in our behalf, he rendered services of inestimable value.
