The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Captain of Artillery Emmanuel E. Lombard, French Army, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States, during World War I. As Senior French Instructor at the American Artillery Training Camp at Valdahon, Captain Lombard rendered services of great value to the American Artillery. At all times he exhibited a spirit of whole-hearted cooperation with the American authorities, assisting them by all means at his command.
